Facts in brief as contained in the writ petition are that the petitioner is lecturer of Rajkiy Inter College Orai at Jalaun. On 17.05.2021 at about 11.00 P.M. some habitual criminals entered into the house of the petitioner and badly beaten him & his family members and abused and put fire in the house and Motor-cycle No. U.P. 91B8882 and opened gun fire upon the petitioner with the intention to kill him. In this regard, an F.I.R. has also been lodged by the petitioner on 18.05.2021 which was registered as Case Crime No.093 of 2021 U/s 452, 436, 427, 504, 506, 188, 307, I.P.C. & 3(2)(v) of S.C./S.T. Act & 51, 57 of Disaster Management Act and 3 Epidemic Act Police Station Jariya, District Hamirpur. It is stated in paragraph 7 of the writ petition that the petitioner regularly suffered from life threat and fear by a gang lead by Rahul and his associates namely Samim Khatik and Bangali and others and after investigation, Investigating Officer found guilty of the accused persons and submitted charge-sheet against the accused persons on 05.08.2021 but the rest of gang members regularly giving life threat to the petitioner and his family members. Due to the life threat, the petitioner applied for arm license of NPB Rifle on 21.06.2021 before respondent No.3/Superintendent of Police, Hamirpur but till date no final decision has taken in the matter.
