Heard learned counsel for the petitioner and learned standing counsel for respondent nos. 1, 2 and 3.

With the consent of learned counsel for the respective parties the writ petition is finally disposed of.

The claim of the petitioner is that the petitioner is entitled for promotion on the post of District Panchayat Raj Officer as according to U.P. Panchayat Raj Department Panchayat Inspector (Udyog) Service Rule 2014 the Gram Panchayat Adhikari having five years continuous and satisfactory services is entitled for promotion on the post of Panchayat Inspector Udyog.

The petitioner claims that the petitioner is promoted on the post of Panchayat Inspector Udyog on ad hoc basis in the year 2015, therefore, he is entitled for the promotion on the post of District Panchayat Raj Officer.

In this regard, the petitioner has approached the Additional Chief Secretary, Panchayati Raj, U.P. Lucknow, respondent no.1 by means of a representation dated 31.10.2018. The petitioner's counsel submits that the said representation is not decided or even considered so far.

In view of the aforesaid, the writ petition is disposed of by directing the respondent no.1 to dispose of the representation of the petitioner by passing a speaking order in accordance with law within a period of four weeks from the date of production of certified copy of this order.
