Heard leamed counsel for the petitioners and leamed Assistant Govemment Pleader for Revenue appearing for the respondents

The Petitioners herein are claiming that they are the absolute owners and possessors of the land admeasuring Ac.3- I 3 guntas in Sy.No. 1089, situated at Ghanapuram Village, Ghatkesar Mandal, Medchat-Malka-igiri District, on the strength of a registered Sale Deed bearing Document No.13470 of 2006, dated 25.08.2006, executed by M/s.A.B.B.Pipes Manufacturers and Projects Private Limited" They have submitted a representation dated 02.05.2025 to respondent No.2, with a request to mutate their names and issue an E-Pattadar Passbook. Despite receiving and acknowledging the said representation, respondent No.2 did not act upon the same. Aggrieved by the said inaction of respondent No.2, the present writ petition is filed.

In fact, the petitioners are required to submit an online application along with all the relevant documents to the competent authority in terms of Schedule-A of the Telangana Bhu Bharati (Record of Rights in Land) ltules, 2025 (for short, 'the Rules'), and based on the market value as specified in

Schedule-B of the Rules. It is for the competent authority to consider and dispose of the samt:.

As discusserl supra, though the petitioners are claiming right over the aloresaid property basing on the registered Sale Deed dated 25 08.2006, they have submitted a rt:presentation only on 02.05.2025. Thus, there is a delay ol almost twenty years. There is no explanation, much less a plausible explanation, fiom he petitioners for the said abnormal delay. However, it is for the competent i.uthority to consider the said aspect.

In the liglrt of the aforesaid discussion, this Writ Petition is disposed of, granting tiberly to the petitioners to submit an online application along with all the relevant d( cuments to the competent authority, see,king mutation of their names and i;suance of E-Pattadar Passbook. On receipt of the said online applicatron, it is for the competent authority to consirler md dispose of the same in accordance with law.^'Ihere shall be no order as to costs
