As^{such, the letter dated 10'05'2021in} Lr.No.E5t282512021^{and the similar letter dated 29'09'2021 in} which reference^{of letter dated 10'06'2021was made' are only} letterssubmittedbyDistrictCollector,RangaReddyDistrictto District Registrar,^{Registration& stompsDepartment'Ronga} Reddy District for^taking further^{necessary action and that} cannot be^{the bosis} for^{refusal for registration of the subiect} property. lt is olso^{pertinent to note that subsequently'no} notification^{was issued by respondentauthoritieswith respect} to the list of^{tandsmentionedin the letter dated10'06'2022' ln} view ol the^{same, letter dated 10'06'2021in} Lr.No.E51282512021^{ond the similorletter doted 29'09'2021} submitted by District^{Collector,RangaReddyDistrict to District} h4*rtrr., Registration^{& stamps Deportment'RangoReddy} DistrictarenotinconsononcetotheprovisionsofSection22-A

of the Act ond 22(A)(t)(e) and Clause (vi) of the guidetines and the some connot be referred for the purpose of denying registrotion of the subject properties. Consequently, reference mode vide Lr.No.ESl2825/2021, dated 10.06.2021 ond similar Ietter dated 29.09.2021 are per se iltegol, orbitrory ond bad in law and ore hereby set aside ond writ petition stands allowed. Registering Authorities ore directed to receive, register ond releose the sale deed presented by the petitioner in respect of the subject property, subject to the petitioner comptying with the provisions of the lndian Registration Act, 190g, ond lndion Stamps Act, 1899. tt is also open to the Registering Authority to refuse to register the subject document, by specificouy ossigning the reosons in terms of Section 7l of the Act, lg0g ond communicote the said decision to the petitioner.

Needless, to state thot respondent Authorities shall scrupulously follow the directions and sholl not further ret'er to the Lr.No.E5/2825/2021 dated 10.06.2021and simitor letter dated 29.09.2021 os o reason for refusol of registrotion and Registering Authorities shott verify the some before denying the registering on the similar ground which hos already been oddressed in this writ petition. lt is made cleor thot mere registration of the document does not confer titte on the subject property and it is also mode cleor thot this order would not have any beoring on oll those matters where title/ rights of the parties ore pending before the authorities either in revisionl oppeals for adjudication ond in any other cose this order also does not preclude the porties in asserting their rights before a competent Court of law.
