Petition under Article 226 of the Constitution of lndiapraying that in the circumstances stated in the affidavit filed therewith,the High Courtmaybe pleased to set aside the impugned proceedings daled 28.3.2013 issued bythe respondent by calling for the records fromthe respondent and issue a write, order or direction moreparticularly one in thenatureof Mandamus declaring the action of the respondent in notpromoting thepetitioner tothe Middle Management Grade Scale lll with effect from0'l .05.1984 asillegal, unjust, contrary to law and in violation of theprinciples of naturaljustice andArticles 14, 16 and 21 of the Constitution of lndia and is only an arbitrary andcapricious action with consequential direction to the respondent topromote the petitioner to the Middle Management Grade Scale lll with effect from01.05-1984withall consequential benefits including furtherpromotions effectivefrom the dates on which they were due while in service with back wages andretirement benefits including Provident Fund, Gratuity, Ex-Gratia and Pension alongwith interest thereon till the date of their payment by the respondent and exemplarycosts
against the respondent for thepersecution and harassment meted out to the petitioner throughout his service in the respondent.
