2. Petitioner is the registered consumer of electricity under S.C.No.F3000673 (Cat.I). AE/OP/Narayanaguda Section Hyderabad made a surprise inspection and found one person meddling with the seals of SC No.F3000673. He noticed one person tampering with top cover of the meter and on enquiry, he disclosed his name as Md. Jaffer @ Fasiuddin. The complaint came to be presented by Lw.1H.Mallesham, Assistant Engineer Operation, Narayanguda. Basing on the complaint, the S.I of Police, Vigilance & Anti Power Theft Squad, Team-II, registered a case in Crime No.341 of 2010. After due investigation, a charge sheet came to be filed by the S.I of Police (Vigilance & APTS Team-II) in the Court of IX Additional Chief Metropolitan Magistrate, Hyderabad. The learned Magistrate took the charge sheet on file as C.C.No.1 of 2010. Hence, this Criminal Petition by A-1-Mr.Nitin Jaiswal to quash the proceeding therein. 3. Heard learned counsel appearing for the petitioner and learned Additional Public Prosecutor appearing for the respondents. 4. It is contended by the learned counsel appearing for the petitioner that the Assessing Officer issued a notice to the petitioner imposing a compounding fee of Rs.2,000/- for closure of the criminal case as first offence, as per Section 154 of the Electricity Act, 2003. Thereupon, the petitioner paid the compounding fee. Therefore, continuance of proceedings against the petitioner amounts to abuse of process of
