“In the above undisputed facts of the case, this Court has no option other than directing respondent No.3 to undertake a fresh process of selection with reference to the documents filed along with the applications on or before the last date prescribed for filing the applications. Respondent No.3 shall consider such of those documents as filed along with the applications and he shall short list the candidates for selection who have filed documents proving their nativity as Hyderabad District. In this process, if respondent No.3 finds that any of the applicants have not filed proof of their nativity along with their applications, he shall declare them as ineligible for being considered for selection. If in that process, respondent No.3 finds that the eligible candidates are less than 15, he shall forward their names without drawal of lots. Conversely, if he finds more than 15 eligible applicants, then he shall conduct drawal of lots afresh and send the list to the competent authority for further selection. Respondent No.3 shall complete this process within a period of one week from the date of receipt of a copy of this order.”
