The petitioners are individual members working in some Societies, to which, outsourcing contracts have been given by the Andhra Pradesh Industrial Infrastructure Corporation Limited. In this writ petition, they have questioned the Circular instructions issued by the Corporation in Circular No.APIIC/LAC/2009, dated 30.10.2009. Hitherto, the property tax collection job has been totally given to outside agencies on outsourcing basis. Subsequently, the Industrial Area Local Authorities (IALA) are constituted by the Corporation, and by the impugned proceedings, all the Commissioners and Executive Officers are advised to utilise the services of existing staff for the functions of the said Industrial Area Local Authorities and arrange their salaries from the APIIC-IALA (Expenditure) Account, duly outsourcing them through an agency as has been doing in case of staff engaged on outsourcing basis by the Corporation.
