Learned counsel for the petitioner makes a limited prayer that the petitioner may be permitted to file a fresh application for issuance of the passport in terms para-13 of reply which may be considered by the respondents in light of the Office Memorandum dated 10.10.2019 (Annexure-7) issued by the Government of India, Ministry of External Affairs PSP Division.

Learned counsel appearing for the respondent-Union of India submits that if the petitioner files a fresh application for issuance of the passport, the same shall be considered by them in light of the office memorandum dated 10.10.2019 (Annexure-7) issued by the Government of India, Ministry of External Affairs PSP Division.

In view of the limited prayer made, the present writ petition is disposed of with the direction that the petitioner shall submit a fresh application before the respondents within a period of 10 days from today. The respondents shall, thereafter, decide the application filed by the petitioner within a period of ‘two months’ by way of passing a speaking order strictly in accordance with law. Stay application and all other pending applications, if any, also stand disposed of.
