At the outset counsel for the petitioner makes a limited prayer that the petitioner may be granted liberty to make a representation afresh before the respondent no.2 i.e. District Collector, Jodhpur and further requests that the respondent no.2 may be directed to afford an opportunity of hearing to the

petitioner before passing a speaking order without getting influenced by the order dated 21.12.2019 (Annex.12).

Learned counsel appearing for the respondent does not dispute the proposition.

This Court deems it appropriate to grant liberty to the petitioner to file a representation afresh before the respondent no.2.

It is expected from respondent no.2 to decide the representation, if so submitted by the petitioner, strictly in accordance with law without getting influenced by the order dated 21.121.2019 (Annex.12) while affording an opportunity of hearing to the petitioner within a period of three months from the date of receipt of certified copy of this order.

The writ petition stands disposed off with the aforesaid direction.
