After arguing the matter for some length, learned counsel for the petitioner seeks permission to withdraw the writ application with liberty to address a comprehensive representation raising the grievances, which are sought to be addressed in the instant writ application.

In view of the statement made, the instant writ proceedings are closed with a direction to the petitioner to address a comprehensive representation, detailing out his grievance, within two weeks hereinafter.

In case, a representation is so addressed within the period aforesaid, the State-respondents are directed to consider and

decide the same by a reasoned and speaking order, in accordance with law, as expeditiously as possible; preferably, within four months from the date of receipt of the representation along with a certified copy of this order. Denial of the claim of the petitioner (individually) shall be furnished with reasons recorded and communicated to the petitioner.

With the observations and directions, as indicated above, the writ application stands disposed off.
