A letter addressed to this court by the convict-prisoner Ajay Kumar S/o Shri Yogendra Ram has been treated as a petition for writ. The District Parole Advisory Committee, Bikaner in its meeting dated 30.03.2014 allowed 20 days first regular parole to the convict-prisoner subject to furnishing two sureties for a sum of Rs.25000/- each and a personal bond of Rs.50,000/-.
As per the petitioner, he is not in position to furnish the required sureties being a person coming from lower echelon of the society. He has also stated that none of his family member is having any immovable property adequate to furnish the required sureties.
The Senior Superintendent of Police, Muzaffarpur (Bihar) also vide communication dated 27.05.2014 confirmed the

economic condition of the petitioner's family. The

Having considered the fact that the petitioner is coming from the lower echelon of the society, we deem it appropriate to dispose of this petition for writ by directing the respondents to release the petitioner on parole for a period of 20 days provided he furnishes a personal bond of Rs.50,000/- to the

satisfaction of the Superintendent, Central Jail, Bikaner and further he furnishes one surety of any of his close relative with the condition to produce the convict-prisoner before the Superintendent, Central Jail, Bikaner immediately after completion of the parole period without any economic liability. The Superintendent, Central Jail, Bikaner while releasing the convict-prisoner on parole shall be at liberty to impose other adequate and reasonable conditions upon him to ensure his return to the State custody after availing the parole.
The Registry of this court is directed to send a certified copy of this order to the Superintendent, Central Jail, Bikaner with a specific direction to convey decision of this court to the convict-prisoner within a period of three days from the date of receipt of the order.
