Compliance report, by way of an affidavit of Rajnarayan Kaushik, IAS, Managing Director, Haryana Seeds Development Corporation Limited, has been filed, wherein it is stated that speaking order has been passed, in consonance with the order dated 04.09.2025, passed by the Coordinate Bench in CWP-2506-2023. Copy of the speaking order is Annexure R-1.

Counsel for the petitioner, while making reference to last three paragraphs of the speaking order dated 19.03.2026, submits that contents of the writ petition and the order passed by the Coordinate Bench, have not

been appraised in proper perspective and the requisite order has been

passed to just nullify the right of the petitioner. In this regard, counsel has made reference to paragraph No.36 of the judgment dated 04.09.2025.

Close perusal of the aforesaid paragraph reveals that no order has been passed, with regard to the right of the petitioner to be still continuing, even though, it is stated that three other candidates, whose selection was disputed, have since been terminated. Furthermore, counsel submits that in view of the speaking order, so having passed, at this stage, counsel for the petitioner submits that he does not want to pursue with the contempt petition and the same be dismissed as withdrawn, with liberty to assail the speaking order, if need arises.
