(ORAL): Contempt petition by Ram Chander alleging violation of the Writ Court order dated 08.07.2024 (Annexure P-1) passed in CWP-3550-1999, titled 'Ram Chander vs. The Engineer-In-Chief Haryana Public Works Department and others'. At the outset, learned counsel for respondent No. 1-State, on instructions from Sh. Vinod Kumar, Superintendent, Hisar Circle, PWD, submitted that in compliance of the writ order a speaking order dated 13.02.2025 (Annexure R-1) had been passed granting the petitioner the deemed date of promotion as claimed by him, and undertook that the resultant monetary benefits payable to the petitioner shall be released within 04 months; delay was attributed to the respondents having contemplated a Letters Patent Appeal against the writ order, a decision contrary to it ultimately being taken, so that nothing survived in the petition. Counsel for the petitioner did not dispute these submissions and sought disposal with revival liberty. At the very outset, learned c ounsel for respondent No. 1- State on i nstructions from Sh.
