“At the outset, learned counsel for the petitioners fairly submits that in view of law laid down by this Court vide judgment rendered in CWP-6478-1995 titled as Tilak Raj Gupta and others v . State of Haryana and others , the petitioners are not entitled to the Lecturers’ pay scale on the basis of higher qualification of M.A. and M.Ed. They are, however, entitled to grant of additional increments on the basis of higher qualification obtained prior to 20.12.1982, the date on which the policy dated 20.06.1977, which entitled them to the benefit, was withdrawn. This is in terms of the Supreme Court judgment rendered in State of Haryana and others v . Hem Lata Gupta and others , (2010) 2 SCC 369.
