Petitioner seeks the indulgence of this Court for issuance of a writ in the nature of certiorari quashing impugned order dated 23/25.07.2019 (Annexure P-1), whereby petitioner has been transferred from District Jail Yamuna Nagar to Central Jail, Hisar-2, which is against transfer policy of 2018 (Annexure P-5). In this regard, he submitted representation dated 25.07.2019 (Annexure P-2), but no action has so far been taken.
Without going into the merits and de-merits of the case, I dispose of the present writ petition with a direction to respondents to consider representation dated 25.07.2019 (Annexure P-2) and take appropriate decision thereon, in accordance with law, within a period of two months from the date of receipt of certified copy of this order.
It is made clear that in case, decision is not taken within the time frame, there shall be costs of ` 25,000/- to be paid to petitioner. In case,

the claim of petitioner is to be rejected, then a well reasoned and speaking order be passed and conveyed to petitioner. This condition of imposing costs is only to prevent petitioner to run from pillar to post and avail remedy of contempt in case of non-compliance of directions issued by this Court.
