The petitioners are residents of village Nizampur Khurd, Tehsil Kharkhoda, District Sonepat. It is averred that they have been allotted 100 square yard plots by the Gram Panchayat under 'Mahatama Gandhi Gramin Basti Yojna' as all of them are living below poverty line. The gift deeds are also said to have been executed in favour of the petitioners followed by delivery of possession of the plots. The grievance of the petitioners is that basic amenities like electricity, road etc. are not being provided to which they are unable either to raise construction and/or to enjoy the allotted properties. It further appears that the issue of release of electric connections was taken by the Gram Panchayat with the Executive Engineer of Uttar Haryana Bijli Vitran Nigam Limited, Sonepat as it appears from the Resolution/memo dated 13.08.2014 (Annexure P-4) and even security amount was also got deposited but no further action has been taken, as alleged

Having heard learned counsel for the petitioners and considering the nature of relief sought by them, we dispose of this writ petition with a direction to the Deputy Commissioner, Sonepat, to intervene and issue necessary instructions as may be required in terms of the Government Policy/law for the purpose of providing basic amenities to the petitioners.

Let the needful be done within a period of four months from the date of receiving a certified copy of this order.
