Prayer in this petition, is for grant of anticipatory bail to the petitioner, Kulwinder Singh, who has been booked for having committed the offences punishable under Sections 148, 323, 427, 452 and 506 read with Section 149, IPC, and Section 25 of the Arms Act, in a case arising out of FIR No.200, dated 1.12.2013, registered at Police Station, Gate Hakima, Amritsar.
The petitioner was granted ad-interim bail on 21.05.2014 with the direction that he would appear before the Investigating Officer on 28.05.2014 at 11.00 a.m but when the case was taken up on 21.08.2014 then it was brought to the notice that the petitioner had failed to appear before the Investigating Officer. This Court vide order dated 21.08.2014

once again afforded an opportunity to the petitioner to appear before the Investigating Officer on 28.08.2014 at 11.00 a.m but still he has failed to comply the said order.
Learned counsel for the petitioner submits that in spite of repeated communications, the petitioner has failed to comply with the communication.
