Mr. Kunal Dawar, Advocate has very fairly submitted that appellant has failed to take any effective steps to serve respondents No.1 and 2. He has also admitted that the amount of penalty has not been deposited by the appellant pursuant to the order dated 31.07.2013. He has further informed that the appellant is not responding to his communication.
In these circumstances, he pleads no instructions.
