The petitioner had applied for allotment of Kisan Sewa Kender retail outlet dealership at various places in State of Haryana in pursuance to an advertisement dated 27.08.2010 issued by the respondents. As per the averments made in the petition, the last date for submission of the form was 27.09.2010, which was, however, extended to 11.10.2010. According to the learned counsel for the petitioner, the conditions prescribed in the advertisement were fulfilled and in view thereof, the petitioner was eligible for the same but its application was wrongly rejected by the respondent on the ground that relationship affidavit is not as per Appendix “A” of the advertisement. Appendix “A” was submitted on 5th March, 2011, which was after the date fixed for submitting the application as per the advertisement.
“4. That the present writ petition is also not competent. It is submitted that Letter of Intent for the location in question has already been issued to Sh. Ajaib Singh on 16.06.2011 .”
