The petitioner is working as Fitter Helper in the Water Supply and Sanitation Department, Sub Division, Nangal since 1986. As per the averments made in the petition, the son of the petitioner namely Narinder Kumar married Rishima Sharma daughter of Rajesh Kumar who was living in the neighbourhood and, they had solemnized their marriage against the wishes of their parents. The parents and the relatives of the girl, namely Rishima Sharma have been impleaded as respondents No.4 to 9 in this petition. The

petitioner has expressed his apprehension regarding threat to his life and liberty at the hands of the said respondents. It has further been stated that the petitioner has submitted a representation dated 22.11.2011(Annexure P-2) to respondent No.2-Senior Superintendent of Police, Ropar seeking protection of his life and liberty, but neither any protection was provided to him nor any decision was taken on the said representation.

Upon notice having been issued to the respondents, reply has been filed on behalf of respondents No.1 to 3 wherein it has been stated that the petitioner after having filed the representation before respondent No.2 never approached him for seeking any help and respondent No.2 never refused him for providing such help. Para 8 of the reply, which is material, reads thus:

“ That the contents of this para of the petition are denied. A written application was received by SHO Nangal through SSP but the petitioner never personally approached the answering respondents for help. The answering respondents are always ready to provide help as per Law. The application of the respondent is still pending with respondent No.3 for want of non availability of the petitioners.”

This contention has, however, been disputed by learned

Be that as it may, the present petition is disposed of by relegating the petitioner to approach respondent No.2 within a fortnight and the respondent No.2 shall take a decision on the representation of the petitioner in accordance with law expeditiously.
