Notice of motion. Ms. Monica Chhibbar Sharma, learned DAG, Punjab, accepts notice on behalf of the respondents.

Keeping in view the nature of order which I propose to pass, there is no need to ask the respondents to file reply.

The petitioners seek quashing of the order dated 14.01.2011 [Annexure P- 11] vide which the promotion as Head Constables granted to them w.e.f. 01.10.1990 has been withdrawn.

The petitioners' claim for the grant of promotion as Head Constables was apparently rejected by the Director General of Police, Punjab for want of complete record and information. The petitioners have thereafter served the respondents with a legal notice dated 09.04.2009 [Annexure P-7].

The respondents though have filed reply/affidavit opposing the claim of the petitioner, but it appears that their claim deserves to be considered by the Officers' Committee constituted by this Court in Ranjit Singh & Ors. v State of Punjab & Ors., CWP No. 566 of 2010 decided on 04.03.2010.

In this view of the matter, the writ petition is disposed of with a direction that the claim of the petitioners be immediately put up before the Officers' Committee, who shall hear all those police personnel who are likely to be affected by the outcome of its recommendations and shall thereafter submit its report as early as possible but not later than four months from the date a certified copy of this order is received. Rest of the directions issued in Ranjit Singh's case [supra] shall apply in the present case also.
