The petitioner then filed statutory appeal against the order dated 28.02.2012. As per the College, in fact no inspection had been conducted in the College by the Expert Committee, which had only inspected the premises of B.Ed College run by the petitionerinstitution. The petitioner, accordingly, requested AICTE for constituting another Committee for carrying out fresh inspection. In response to appeal, the petitioner-institution was afforded personal hearing on 23.05.2012. The representative of the petitioner appeared before the Appellate Committee. The petitioner was then informed that the fresh inspection would be conducted. The College, accordingly, was inspected on 21.07.2012. The copy of the inspection report, however, was not supplied to the petitioner. The petitioner applied for the same under RTI Act. The petitioner also submitted representation in this regard. The petitioner pointed out that there was factual mathematical discrepancy regarding the built up area and the laboratories/workshop area. Without taking this discrepancy into consideration, the respondent/AICTE had rejected the application for grant of approval. The petitioner, accordingly, has filed the present petition before this Court.
