By filing this writ petition a prayer has been made for constituting Gram Sabha/ Gram Panchayat for villages Chirag Dhani, Dhani Makhan Singh, Dhani Jaswant Singh, Dhani Mohan Singh and other houses situated in the near vicinity. It is stated that, at an earlier point of time, one application was moved by the residents of the above Dhanis that their area be included in the municipal limit of Municipal Council Abohar. Their prayer was rejected vide letter dated 30.7.2012 (P2). In that letter it is specifically stated that the above Dhanis have a separate polling booth and fall outside the municipal limits and 1121 votes have been registered at that booth.
It is grievance of the petitioner that neither the residents of aforesaid Dhanis are getting benefit of the municipal council area nor Gram Panchayat has been constituted.
During arguments, it is transpired that by stating their grievance

the residents have already sent a representation on 4.4.2012(P3) to the competent authority i.e. the Director Rural Development and Panchayat Department, State of Punjab.
Taking note of facts and circumstances of this case, the writ petition is disposed of by issuing directions to the above officer to pass a speaking order on the aforesaid representation (P3) within a period of three months from the date of receipt of a copy of this order, after affording an opportunity of hearing to the representatives of the residents of above Dhanis.
