This order shall dispose of Civil Writ Petition Nos.4470 of 2001 and 1856 of 2004 as common questions of law and facts are involved in these cases.

For brevity, the facts are being extracted from Civil Writ Petition No.4470 of 2001.

The petitioners are Class-IV employees working in the Social Welfare Department, Government of Punjab on the posts like Chowkidar, Sweeper, Safai Sewal, Mali, etc. They seek a mandamus for regularization

of their services on the plea that they have completed more than 10 years of service even before the filing of these cases.

Learned counsel for the parties are ad-idem that during the pendency of these writ petitions, the State of Punjab has issued a Policy Circular dated 18.3.2011 (Annexure A-1) whereby it has decided to regularize the services of the work-charge/ adhoc employees who have completed more than 10 years' of service in December, 2006.

The petitioners urge that since they fulfill all the eligibility conditions laid down in the above mentioned Policy Circular, they are also entitled to regularization of their services in terms thereof.

In the light of the above mentioned subsequent events, the writ petition is disposed of with a direction to the respondents to consider the claim of the petitioners for regularization of their services keeping in view the aforementioned Government Policy Circular dated 18.3.2011 (Annexure A-1) and strictly in accordance with the conditions laid down therein.

An appropriate order considering the claim of the petitioners shall be passed within a period of four months from the date of receiving a certified copy of this order.
