(1). The petitioners are working as Vocational Lecturers in various Government Senior Secondary Schools under the Government of Punjab. They seek a mandamus to direct the respondents to promote them as Principals in accordance with the provisions of Punjab Education Service (School and Inspection) Group ‘A’ Rules, 2004 (in short, ‘the Rules’) which came into force w.e.f. 22.12.2009 (Annexure P3). The petitioners have further averred that their juniors have already been promoted overlooking their preferential claim.

(2). In this regard, the petitioners are said to have served the respondents with legal notices dated 20.01.2010 and 10.02.2010 (Annexure P5 & P6) but that too without any response thereto.

(3). Having heard learned counsel for the parties and considering the nature of relief sought in this writ petition, I deem it appropriate to dispose of the same with a direction to the respondents to take cognizance of the aforesaid legal notices served on behalf of the petitioners and redress their grievances by passing a speaking order in accordance with the law/Rules within a period of four months from the date of receipt of a certified copy of this order.
