Considering the facts and circumstances of the case, this Court deems it fit and proper to direct respondent no. 5 to dispose of the representation dated 17.10.2019 (Annexure7) filed by the petitioner after affording opportunity of personal hearing or through his counsel and pass a reasoned and speaking order in accordance with law.
