Learned counsel appearing on behalf of the petitioners submits that the issue was already decided by Division Bench of this Court in C.W.J.C. No. 21199 of 2013 and other analogous cases, vide order dated 31.10.2017.
In view of the above, the writ application is disposed of in the light of the decision of the Division Bench of this Court in C.W.J.C. No. 21199 of 2013.
