Annexure-1 is the resolution dated 3.10.2013 based on which

respondent authorities decided to hire certain persons across the State of Bihar. The post in question was required to be filled up for a period of one year on contractual basis. The object and purpose of the persons so hired was not only to maintain records as well as help in identification of Indira Awas beneficiaries. The posts are said to be known as Gramin Awas Sahayak, Gramin Awas Paryabekshak and Lekha Sahayak (Gramin Awas).

Some appointments came to be made. These petitioners allege that they belong to backward category candidates and their consideration was ignored for extraneous reasons. Therefore, the writ application.

The argument and submission of counsel for the petitioners is now academic and redundant in view of a clear and categorical circular issued at the level of Secretary, Rural Development Department, contained in Anneuxre-11

If the appointment of these petitioners was on substantive post, may be the Court may have considered the matter deeply but looking at the nature of the engagement as well as the reasons assigned in Anneuxre-11, there is no merit in the writ application.
