Keeping in mind the position indicated by respondent no.4 with regard

to the steps taken for putting in place the Research Cadre Rules, writ application is disposed of with a clear and categorical direction to the powers that be that the said rule should be in place within three months from the date of production of a copy of this order.

Such a direction has been issued in specifics in view of the fact that assurance was given to this Court in this regard in the year 2006 and only 10 years have gone past since that assurance without any action. If there is default this time, the Court may not be as indulgent as has been in the past.

Writ application is disposed of with above direction.
