terms of Clause-4.9 of the Anganbadi Guidelines. This aspect of the matter has been considered by the appellate authority with great care and caution at length as would be evident from the following passage of the appellate authority:-

their salaries are being paid from the fund of the State Government. Though, such panchayat teacher cannot be held as Government Servant but even then they will be deemed to be having the status of employees of semi Government authority. Thus, this Court does not find any error in the order passed by the appellate authority in setting aside the appointment of the petitioner and directing the appointment of Respondent no. 5, who had assailed the appointment of the petitioner.
