2 04-07-2014 Petitioners raise a grievance in respect of non-payment of their salary from June, 2012 to March, 2013. It is stated that in this respect petitioners have represented the Vice-Chancellor of the University number of times and directions have also been issued to the college authorities for payment of the same. However, payment is not being released by the college authorities till now.

The college authorities have appeared and their stand is that part payment has been released to the petitioners, but some payment is still due on account of non-receipt of fund from the

Learned counsel for the University submits that from Annexure-6 it would be evident that sufficient fund is being released to the college.

Be that as it may, if the University authorities are of the opinion that they are releasing sufficient fund to the college for payment of salary to all the employees of the college uniformally, it is also their responsibility to see to it that the fund is being properly utilized by the college authorities and payment is made to all the employees uniformally from it. If the University authorities find that the fund is not being properly utilized and any pick and choose method is being adopted in payment of salary, they are directed to take disciplinary action against the college authorities. In case the University authorities themselves find that the petitioners are not entitled for payment of arrears or there is any legal impediment in payment of the same they shall communicate it to the petitioners as expeditiously as possible.

This writ application is disposed of with the aforesaid observations and directions.
