As Lock-down period for COVID-19 is continuing, this case is taken up today in Court through Video Conferencing.

Heard learned counsel for the petitioner and learned Counsel for the State.

The grievance of the petitioner is that, one Nirmal Singh is creating disturbance in smooth management of Guru Nanak Public School, Sector-21, Rourkela and the authorities of the said school apprehend law and order situation in the campus of the school, for which the petitioner has filed this writ petition seeking a direction to the Superintendent of Police, Rourkela to depute adequate police force for maintenance of law and order situation in the school premises.

Regard being had to the facts and submission, this writ petition is disposed of directing the petitioner to file a detailed representation before the Superintendent of Police, Rourkela indicating the period for which he / the school authority needs presence of force in the school premises. Such petition along with the certified copy / soft copy of this order should be filed by the petitioner before the S.P., Rourkela within a period of fifteen days from today. On filing of such petition by the petitioner, learned S.P., Rourkela shall evaluate the situation on its own merit on the basis of the petition filed, and he is directed to take appropriate action in accordance with law for protection of law and order situation in the school premises for sanctity of the process of imparting education in the institution. Such steps should be taken forthwith on the basis of the petition filed by the petitioner.

The writ petition is disposed of accordingly.

As Lock-down period is continuing for COVID-19, learned counsel for the Petitioner may utilize the soft copy of this order available in the High Court’s official website or print out thereof at par with certified copies in the manner prescribed, vide Court’s Notice No.4587 dated 25.03.2020.
