members are working as security personnel under the opposite party-management. The grievance of the petitioners is that they have raised a dispute before the Regional Labour Commissioner(Central), Rourkela on 30.8.2019 vide Anneuxre-2. Accordingly the said authority has issued a notice to the management of Mahanadi Coalfields Limited, Sambalpur on 30.8.2019 vide Annexure-3 to appear on 12.9.2019 for conciliation. However on that date the management has took time. While the matter was pending before the Regional Labour Commissioner(Central), Rourkela the management has issued a letter on 27.11.2019 vide Annexure-4 regarding the induction of Odisha Industrial Security Force in Talcher Coalfields. The petitioners are apprehending that in case the order of the management dated 27.11.2019 will be worked out they may remove from the service and the management will induct new persons for the same duty for which they have approached this Court in the present writ petition. The Regional Labour Commissioner(Central), Rourkela is now in charge of all over the State i.e. Rourkela, Sambalpur, Balasore and Bhubaneswar and at present he is not available at Rourkela to pass an interim order.
