opposite party nos.1 and 2 filed counter affidavit and controverted the contention raised by the petitioner and contended that opposite party no.6 was eligible to work as a Anganwadi worker for Puruna Tigiria centre and as such selection has been done as per the provisions of the guidelines communicated in G.O. No.9881 dated 30.11.1998 and modified guideline communicated vide G.O. No.5479 dated 14.08.2000. Further, opposite party no.6 having secured highest marks in the evaluation sheet was placed in the first position and was selected for engagement as Anganwadi worker whereas the petitioner was placed 3rd position and was not eligible for engagement as Anganwadi worker. It is further contended that since in the modified guideline the interview has been dispensed with, there is no question of conducting interview and as such the notice dated 21.10.2000 was only meant for conducting Mahila Sabha. The Mahila Sabha recommended the panel of five candidates out of 8 candidates attended the Mahila Sabha. Opposite party no.6 has produced the residential certificate issued during August, 1996 and gave undertaking to the Mahila Sabha to produce the present residential certificate and accordingly she submitted such certificate on 07.11.2000. Further more, opposite party no.6 is a permanent resident of village Tigiria and unmarried girl. The claim of the petitioner that she stood first in the selection is not correct, rather opposite party no.6 had secured
