B.D.O., Baramba clearly stated vide his letter dated 15.05.2004 that there is no existence of a recognized M.E. School in village Gopamathura under Baramba Block. The nearest M.E. School is M.S. High School, Baramba, which is 3 M.Ks. away from Gopamathura, therefore, it is necessary for upgradation of that Gopamathura Primary School, which is not violating the norms fixed by the Government. Though it is contended that an U.P. School has been existing in that village since 1995-96, but it is found that the same has not been permitted by the Director, Elementary Education, Orissa for opening of the same, which implies the non-existence of that School. In addition to that it is also contended that the State Project Director, OPEPA has instructed the Collectorcum-Chairman not to upgrade those Primary Schools where recognized M.E. Schools are existing in those villages. As there is no recognized M.E. School at village Gopamathura the upgradation cannot be kept abeyance. It is further contended that the B.D.O., Baramba was requested for opening of new Primary Schools and U.P. Schools vide letter dated 21.02.2004 of D.P.C., SSA, Cuttack. In case of other two schools named Dorad and Satagochhia Primary Schools, it was clarified that there are two recognized M.E. Schools existing in village Dorad and Jemadeipur. But Gopamathura Primary School was listed in that letter
