07. 20.03.2017 This petition has been registered as Public Interest Litigation in the
year 1996 on the basis of letter petition.
Having heard Sri N.C.Panigrahi, learned Senior Counsel for opposite party no.2
and on perusal of record, we are of the view that by efflux of time, the matter has become in
fructuous.
The writ petition is accordingly dismissed as infructuous.
