 The petitioner is a villager of Village Jalaka Padia, which is situated under
the old Grama Panchayat named Nampo. On bifurcation of the aforesaid Nampo Panchayat, a new Gr
ama Panchayat named Sampatia was created and the aforesaid Jalaka Padia was brought under the
jurisdiction of Sampatia Grama Panchayat. The petitioner, on the ground of proximity, administ
rative convenience and absence of geographical barrier, wants that his village Jalaka Padia sh
ould continue to remain under the Nampo Grama Panchayat.

 Taking into consideration the limited grievance of the petitioner and without
going into merit of the case, the writ application is disposed of with a direction that the pe
titioner shall file a detailed representation along with a certified copy of this order and a
copy of the writ application containing all the Annexures before the learned Commissioner-cum-
Secretary to the Government in Panchayati Raj Deptt. within 15 days from today.

 Learned Commissioner-cum-Secretary, P.R. Department is directed to consider th
e grievance of the petitioner within six weeks from the date of receipt of a certified copy of
 this order. If necessary, the petitioner and other concerned parties may be given opportunity
 of hearing in the matter and a reasoned order in consonance with the guidelines of the Govt.
be passed by Commissioner-cum-Secretary, P.R. Department.

 The Notification vide Annexure- 1 so far as exclusion of Village- Jalaka Padia
 from Nampo Grama Panchayat is concerned, shall not be given effect to, till disposal of the r
epresentation of the petitioner by the learned Commissioner-cum-Secretary, P.R. Department.
 The writ application is accordingly disposed of.
 Urgent certified copy of this order be granted as per rules.
