 The petitioners are villagers of village Kandarapathara, which continues to be
 a part of Buddhi Kamana Grama Panchayat and is separated by two geographical barriers, i.e.,
Rivers from Village- Kandarapathara.

 In view of such fact, the Block Level Committee had proposed to create a new G
rama Panchayat taking villages Kandarapathara and Dhumabhata. But the said proposal was negati
ved by the higher committees.

 The petitioners grievance is that a separate Panchayat should be constituted t
aking Kandarapathara and Dhumabhata.

 Taking into consideration the limited grievance of the petitioners and without
 going into merit of the case, the petitioners are directed to file a detailed representation
along with a certified copy of this order and a copy of the writ application containing all th
e annexures before the Commissioner-cum-Secretary to the Govt., in Panchayati Raj Deptt.- O.P.
 No.1, within four weeks from today.

 The Commissioner-cum-Secretary, P.R. Department is directed to consider the
grievance of the petitioners within three months from the date of receipt of

 a certified copy of this order. If necessity arises, the petitioners and other concern
ed parties may be given opportunity of hearing in the matter and a reasoned order in consonanc
e with the guidelines of the Govt. be passed by Commissioner-cum-Secretary, Panchayati Raj Dep
artment.

 The writ application is accordingly disposed of.

 Urgent certified copy of this order be granted as per rules.
