The petitioner is a villager of Village Panchugaon, which was there under the
old Grama Panchayat named Gambharimunda. On bifurcation of the aforesaid Gambharimunda Grama P
anchayat, a new Grama Panchayat named Torasingh was created as per the proposal of the Block L
evel Committee and District Level Committee.
The petitioner wants that, instead of Torasingh, Panchugaon should be declared
as Panchayat and the Headquarters of the new Panchayat should be fixed at Panchugaon.
Taking into consideration the limited grievance of the petitioner and without
going into merit of the case, the writ application is disposed of with a direction that the pe
titioner shall file a detailed representation along with a certified copy of this order and a
copy of the writ application containing all the Annexures before the learned Commissioner-cum-
Secretary to the Government in Panchayati Raj Deptt. within 15 days from today.
Learned Commissioner-cum-Secretary, P.R. Department is directed to consider th
e grievance of the petitioner within four weeks from the date of receipt of a certified copy o
f this order. If necessary, the petitioner and other concerned parties may be given opportunit
y of
hearing in the matter and a reasoned order in consonance with the guidelines of the Go
vt. be passed by Commissioner-cum-Secretary, P.R. Department.
The appropriate Government should take the issue seriously and without being i
nfluenced by any political interference or intervention in the matter strictly in accordance w
ith the guidelines issued by the Government, the representation be disposed of.
The writ application is accordingly disposed of.
Interim Order passed earlier stands vacated.
Urgent certified copy of this order be granted as per rules.
