referring to para 5 of the counter submits that the petitioner is not entitled to get such ben
efits in view of the full bench judgment of this Court dated 6.2.1996 passed in O.J.C. No. 57
91 of 1994(Purna Chandra Mohanta Vrs. State of Orissa and others).
In view of the judgment of this Court, since the petitioner is not entitled to get th
e benefits, the writ applications stands dismissed.
