Heard learned counsel for the petitioners and learned Standing Counsel for the
State.
Petitioners in the present writ petition have prayed for a direction to the op
posite parties to constitute the new Gram Panchayat namely Mahakhala Grama Panchyat fixing the
headquarter at Mahakhala village instead of Bhusandpur Gram Panchayat.
Since the writ petition was filed in 2002 and in the meantime 13 years has alr
eady passed and the Gram Panchyat is functioning at different places this Court is not incline
d to interfere with the matter. In case the petitioners file a representation before the oppos
ite party No.2-Collector, Jajpur within a period of fifteen days from today for fixing the hea
dquarter of the Gram Panchyat in such event their application shall be considered in accordanc
e with the law.
