Learned counsel for respondents no.7, 1, 2 and 5 has filed the reply.

Learned counsel for the respondents has pressed the I.A. No.51/2026/EZ while learned counsel for the applicant has pressed the I.A. No.68/2026/EZ.

We have heard learned counsel for the parties.

The first application (I.A. No.51/2026/EZ), the issue was raised with regard to non-joinder of necessary parties and the notices and copies of the same are provided to the learned counsel for the applicant and in response to the above, in accordance with report of the State PCB, I.A. No.68/2026/EZ was moved for impleading the proper and necessary

parties.

Learned counsel for the respondents has pressed first I.A. i.e. I.A. No.51/2026/EZ and submission of the opposite parties are that in presence of I.A. No.68/2026/EZ the deficiency which was raised by the I.A. No.51/2026/EZ has been substantially modified and necessary parties who were raised by first I.A. No.51/2026/EZ have been rectified by impleading the necessary and proper parties by moving I.A. No.68/2026/EZ.

Accordingly, the respondents in I.A. No.68/2026/EZ are proper and necessary parties and thus, the application is allowed to implead those respondents.

Both the I.As. are disposed of accordingly.

However, the learned counsel moving the I.A. No.51/2026/EZ has the opportunity to raise further objection in light of the above order and move an application with regard to other non-joinder of parties or necessary parties who were left out.

List the matter on 27.10.2026 for further proceedings.

The applicant is directed to take steps for impleading the necessary parties within a week and further issue notice with the relevant documents to the proposed newly impleaded respondents with a direction to submit the reply before the date of listing.
