This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the respondents 3 and 4 to conduct a field inspection and submit the report to the respondents 1 and 2, and consequently direct the respondents 1 and 2 to consider and dispose of the petitioner's appeal proceedings in O.Mu.A3/2429/2025, dated 07.10.2025 and O.Mu.A7/5328/2025, dated 09.10.2025, within a time frame to be fixed by this Court.

Writ Petition is taken up for final disposal at the stage of admission itself.

3.The learned counsel appearing for the petitioner submitted that

the petitioner's applications seeking Legal Heir Certificates in respect of his deceased parents were rejected by the competent authorities, challenging which the petitioner has preferred statutory appeals before the respondents 1 and 2. It is his further submission that though the said appeals have been pending for several months, no effective steps have been taken for their disposal. Hence, the petitioner has approached this Court seeking an appropriate direction for expeditious disposal of the said appeals.

4.The learned counsel for State appearing for the respondents submitted that if a reasonable time is granted by this Court, the respondents 1 and 2 would consider and dispose of the petitioner's appeal proceedings, in accordance with law, after obtaining the necessary field inspection report from the respondents 3 and 4, if required, and after affording an opportunity of hearing to all the necessary parties.

5.Considering the limited relief sought for in the Writ Petition and without expressing any opinion on the merits of the petitioner's claim,

this Court directs the respondents 1 and 2 to consider and dispose of the petitioner's appeal proceedings in O.Mu.A3/2429/2025, dated 07.10.2025 and O.Mu.A7/5328/2025, dated 09.10.2025, on their own merits and in accordance with law, after obtaining the necessary field inspection report from the respondents 3 and 4, if required, and after affording an opportunity of hearing to all the necessary parties, within a period of two (2) weeks from today.
