Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Mandamus, directing the 2^nd respondent and 3^rd respondent and more specifically the 3^rd respondent to conduct work site inspection and plant and machineries inspection in presence of the petitioner so as to issue the work site inspection certificate and working condition of plants and machineries certificate to the petitioner on considering the petitioner’s two representations dated 23.01.2026 and 24.01.2026 as per clause 7 of the sub heading Notes mentioned in E- Tender Notice dated 20.01.2026, so as to enable the petitioner to upload the work site inspection certificate and working condition of plants and machineries certificate in the online portal on or before 07.02.2026 @ 11:00 Hours and allow the petitioner to participate in the Tender process.

This writ petition is filed for the following relief:

“To direct the 2^nd respondent and 3^rd respondent and

M/s.Gurumoorthy Engineering Enterprises, Ashok Nagar, Chennai – 600 083 to attend the Division Office on 05.02.2026 with the copies of contractor registration certificate, current year renewal certificate and relevant documents of machineries and as per tender notice the above certificates will be given on or before 06.02.2026.”
