Heard Mr.S.Manikandan, learned counsel appearing for the petitioner and Mr.M.Sarangan, learned Additional Government Pleader appearing for the respondents.

2.The very writ petition has been filed to quash the rejection order issued by the third respondent, and to direct the petitioner to participate in the examination to be held on 24.11.2019 at Pudukottai.

3.The learned Additional Government Pleader appearing for the respondents would submit that after conducting examination on 24.11.2019, the selected persons were appointed and they have been functioning in the respective posts. Hence, he would submit that nothing survives for adjudication in the present writ petition.

4.While looking at the facts of the case, the main contention put forth by the petitioner is that he obtained required qualification through Annamalai University. At this juncture, the learned Additional Government Pleader would invite the attention of this Court about the notification, wherein the notification refers that the qualification of Co-operative Course must be obtained with the syllabus as stipulated under the Circular No. 29/2013 dated 18.07.2013.

5.In this case, admittedly, the petitioner did not submit any records to show that the certificate obtained through Annamalai University is as per the Circular No. 29/2013 dated 18.07.2013. Further, the prayer sought for in the writ petition is to participate in the examination on 24.11.1999, and now we are in October 2025. Therefore, the question of participating exam does not arise, and that the prayer became infructuous.
