The learned counsel appearing for the petitioner would submit that the petitioner has completed his post graduation in Political Science and also holds B.Ed Degree and Bachelor of Law. He would further submit that in Notification No.13 of 2019, calling for applications to the post of Block Educational Officer, dated 27.11.2019, Political Science was not mentioned as one of the eligible qualifications for the said post. Hence, the petitioner has filed the present Writ Petition challenging the entire notification.

2.At this juncture, the learned standing counsel appearing

for the third respondent would submit that the qualification was not formulated by the recruiting agencies, but was prescribed by the Government based on G.O.Ms.No.182, School Education (G1)

Department, dated 25.07.2007. Therefore, he would submit that the qualification and other eligibility criteria were fixed and notified in notification No.13 of 2019 strictly in accordance with the said Government Order. Hence, it is the specific submission of the learned standing counsel that unless G.O.Ms.No.182, School Education (G1) Department, dated 25.07.2007 is challenged, the question of challenging the notification does not arise.

respondent would further submit that subsequent to the impugned notification, another notification No.1 of 2023, dated 05.06.2023 has also been issued. Therefore, nothing survives for adjudication in the present Writ Petition, which fact was not seriously disputed by the learned counsel for the petitioner.
