This writ petition is filed for a writ of mandamus

directing the 1^st and 2^nd respondents herein to take necessary action as against the 4^th and 5^th respondents based on the petitioner's representation dated 14.12.2015 and consequently direct the 3^rd respondent to release the remaining fund to the petitioner.

3.The District Collector has filed a report that based

on the representation of this petitioner, enquiry was conducted on 09.09.2016 and after the enquiry, it was found that the final bill was prepared before completion of the construction and the Village Panchayat, Secretary drawn the amount and handed it over to the President of the village panchayat for the supply of the construction materials. In this regard, the village panchayat Secretary was placed under suspension and subsequently was re-instated into service on 17.07.2017. They have also taken a stand that the 4^th instalment amount of Rs.26,788/- was paid to the petitioner on 29.11.2023. The petitioner has also completed the construction.
