Writ Petition filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Certiorarified Mandamus, calling for the records in 82744/4104/E8, dated 13.10.2003 on the file of the 1st respondent and quash the same as unconstitutional, ultra vires, arbitrary and against the rule of law and consequently forbear the first respondent from recovering any amount alleged as due to the second respondent from and out of the amounts payable to the petitioner in the Zone of the 1st respondent, till the entire dispute is resolved through an Arbitrator, as directed by the order in O.P.No.14238/2003, dated 27.05.2003, by the Hon'ble High Court of Kerala.
