Admit. Government Pleader takes notice for respondents 1 to 4. In view of the order that is proposed to be issued notice to respondents 5 to 7 is dispensed with.

The petitioner has preferred Ext.P4 representation before the 2^nd respondent being aggrieved by the promotion of the 7^th respondent as HSA, overlooking the seniority of the petitioner and denial of monetary benefits consequent to the approval of appointment from 01.06.2009. The petitioner seeks early disposal of the same.

In view of the limited prayer made, this writ petition is disposed of directing the 2^nd respondent to consider and pass orders on Ext.P4 after hearing the petitioner and respondents 5 and 7, at the earliest, at any rate, within two months from the date of receipt of a copy of this judgment.
